Champion—challenger model

A technique whereby everyone is expected to comply with the defined portfolio processes (the current 'champion') but anyone can recommend a change (a 'challenger'). Once adopted, the 'challenger' becomes the new 'champion' process. Such challengers should be encouraged as a way of ensuring engagement across the organization, and the number of submissions received should be monitored on a regular basis.
